英文摘要	要推动有中国特色新军事变革，提高我军战斗力，缩小与军事强国差距，关键是人才培养。 2000年，我国正式实行依托普通高等教育培养军官制度，并在清华大学等大学招收第一批国防生。历经12春秋，国防生总量不断上升，在我军军官中所占比例逐渐增大。 由于我国实行依托普通高等教育培养军官制度时间有限，经验不足，发展过快，在实施过程中难免会有疏漏、出现问题。经访谈、问卷调查发现，部分国防生存在政治素养不够、军事技能弱、管理能力低、适应部队工作周期较长等问题，不仅自身发展受限，而且不利于部队全面建设，从长远看，也制约我军战斗力的提高。 探究根源，主要是培养国防生的大学环境与任职的军队环境存在较大差异，国防...; To promote the military reform with Chinese characteristics, enhance our army's battle effectiveness, narrowing the gap with the military power, the key is a talent cultivation.
