英文摘要	1979年之前，英国政府每年需支付一亿英镑资助留学生。1979年之后，为了振兴经济保守党政府决定削减公共开支，逐渐取消对留学生的统一资助，向留学生收取全额学费。自此，全费政策成为撒切尔夫人时期留学生政策的主旋律。在市场导向和追求卓越原则的指导下，保守党政府不断调整留学生政策的侧重点，使得留学生政策经历了开端、扩展和转折三个不同的历史阶段。但是在这三个阶段总会出现与政策初衷相悖的政策偏差。 撒切尔政府执政初期，英国开始实行留学生全费政策，即全费政策的开端时期（1979-1983年）。这个阶段，本打算大幅度削减公共预算的保守党政府，迫于英国大学校长和留学生组织等利益主体的压力，实行了海外研究生基...; Before 1979 The British government needed one hundred million to subside to the overseas students.
