| 英文摘要 | 伴随着国民经济的快速发展，我国对石油资源的需求越来越大。为了解决石油资源紧缺这个问题，我国在通过船舶运输从国外进口石油的同时，加大了国内海上石油勘探的开发力度，并积极发展陆源石油产业。这些活动加大了海上溢油事故发生的风险。近年来，我国十分重视海上溢油事故应急反应能力的建设，已初步建立了海上溢油应急反应机制。但由于我国海上溢油应急反应机制缺乏专门的资金保障，相关单位在开展相应救助、清除油污行动时垫付的资金不能得到及时、足额的偿付。海上溢油应急反应机制专项资金的缺乏不仅制约了相关单位救援能力的提高，也严重影响了救援效果和救援单位的工作积极性。因此，我国亟需建立具有先行支付功能的专项基金来保障海上溢...; Along with the rapid development of economy, our country’s oil demand keeps growing.
