| 英文摘要 | 债务问题一直困扰着我国各级地方政府，特别自2008年全球金融危机的蔓延，给世界经济带来持续影响，我国许多城市和地区也因此受到较大波及。面对城市化飞速发展的今天，我国地方政府对资金的需求愈发强烈，在法律法制、财政体制和行政体制的制约下，地方政府只能通过所谓的“金融创新”大量举借债务，债务风险不断堆积，进而对地方经济发展造成了严重威胁。 地方政府性债务问题已引起国家政府和社会各界的广泛关注。特别自2010年以来，中央密集出台地方政府性债务管控政策，2014年地方政府性债务管理最具权威的纲领性文件出台，随后2015年新预算法实施，从法律角度进一步加强了地方政府性债务风险管控地位,要求建立债务评估预...; Local governments at all levels have been plagued by debt problems in our country, especially since the spread of the global financial crisis in 2008.
