| 英文摘要 | 电信网络运行维护（简称运维）体系是指为保障电信网络与业务正常、安全、有效运行而采取的生产组织和业务流程，是业务经营和客户服务的基础和保证。随着企业的战略转型，网络运维体系也要不断地进行调整。 本文分析了在移动互联网环境下，中国电信网络运维体系面临的挑战，提出了中国电信进行运维业务流程再造的必要性和紧迫性。以浙江电信为研究对象，结合浙江电信网络运维体系的实际情况，分析了浙江电信现有网络运维体系存在的问题，运用业务流程再造的理论和方法，提出采用系统化改造法和全新设计法相结合的路径，来对浙江电信现有的运维业务流程进行再造。提出了适应移动互联网时代的网络运维体系的目标架构，并提出了网络运维体系的组织...; The operation and maintenance system for telecommunication network is the Organization of production and service process used to ensure normal, safe, and efficient operation of telecommunication network.
