英文摘要	2007年爆发于美国的金融危机导致具有158年悠久历史的雷曼兄弟破产倒闭，普遍的观点认为内部控制的失灵、风险管理失效是其“基业终结”的根源所在。在我国，虽然没有明显的金融危机发生，也并未出现大规模的银行倒闭现象。然而，面对金融危机后国内外宏观环境的变化，我国银行业不安全因素仍然大量存在。 金融危机之后，理论界、实务界纷纷提出加强银行外部监管的要求。国际的监管机构巴塞尔委员会、我国的银监会相继出台了新的银行监管规章制度，对银行的资本充足率、流动性风险管理、体系稳健性等提出了新的要求。深入领会这些规章制度的精神可以发现，监管层对银行业实现稳健经营的根本要求在于构建全面的内部控制体系。完善有效的内...; In 2007,the financial crisis in U.S has led to the bankruptcy of Leman Brothers which had a 158-year history .
