| 英文摘要 | 操作风险是一种客观存在的风险，与信用风险和市场风险一样自始至终存在于商业银行的经营和发展过程中，但人们对操作风险的重视和关注始于20世纪90年末，一系列震惊中外的重大操作风险损失事件的频频发生促使监管当局和银行业加强对操作风险的研究和监管。2004年6月，《巴塞尔新资本协议》的正式发布标志着国际金融界对操作风险管理进入一个全新的阶段。 我国商业银行对操作风险的关注较晚。近年来，一些学者对如何加强商业银行操作风险管理进行了大量研究，但主要集中在操作风险的相关理论、管理框架、度量方法及风险值衡量等方面。而今，为应对竞争日益激烈的国内外金融环境，建立以客户为中心的“流程银行”已成为我国商业银行变革...; Operational risk is one kind of the objective reality risk.
