| 英文摘要 | 论文摘要目前，我国就业形势相当严峻，为了降低失业率政府也已做了大量的工作，尽了很大的努力，进一步缓解失业压力的能量也是极其有限的，因此社会人力资源管理机构应当担负起管理社会失业人员、缓解失业压力的责任。当前我国主要的社会人力资源管理机构是“人才交流市场”和“职业介绍所”，但由于其主导工作只是为待业人员和用人单位牵线搭桥，起媒介作用，对待业人员缺乏深入的管理，所以解决不了待业人员就业前的生存问题及深层次的人力资源管理问题，不能有效缓解失业压力，不能有效开发、有效测评和激励、有效组合和利用社会各种人力资源。这就要求我国新型人力资源管理机构——“人力会集与出借机构”应当担负起管理社会失业人员、缓解失...; Abstract At present, the situation of employment is comparatively severe.
