| 英文摘要 | 电信行业是一个十分典型的规模经济行业，获取成本优势是电信企业的永恒目标。面对不断加剧的电信市场竞争、不断开放的电信市场环境，电信企业正在由粗放运营、经验管理，向精细管理、科学管理的方向转变，而作业成本正是服务于这一转变的最有力的方法与工具。本文以作业成本（ABC）的基础理论为依据，借鉴参考国外大型电信运营企业实施ABC管理的方法与经验，结合我国电信企业成本管理的实际和要求,尝试性地探讨中国电信企业如何构建和实施作业成本系统的基本框架问题。全文共分为六章：第一章绪论。首先对我国电信市场（以浙江电信运营市场为例）近年来的竞争格局及其所面临的挑战作了较为全面的分析，据此分析论文选题的现实意义。同时从...; The telecommunication profession is a profession with economic very typical scale.
