| 英文摘要 | 建设项目工程造价控制是工程项目管理的主题之一，政府非经营性投资项目多为学校、医院、基础设施等关系到国计民生的建设项目，会受到社会的广泛关注，但其工程管理方式存在的“投资、建设、监管、使用”多位一体的弊端导致项目投资失控现象普遍存在。 本文以建设项目工程造价控制的基本理论为指导，探讨了代建制在投资项目造价控制的重要性和必要性。针对国内政府非经营性投资项目投资失控普遍存在的现象，采用代建制运用全过程造价控制理论、价值工程理论等，重点对造价控制具有重要意义的设计阶段和施工阶段做出了阐述和研究。 以厦门某中学扩建改造工程为实例，分析说明影响工程造价控制的主要因素，提出运用代建制在工程全过程中有效控...; Cost control is one of the main themes among all project management activities.
