| 英文摘要 | 在21世纪新的经济环境下，经济周期大大缩短、市场变化迅速，基于过去的经验也不再是未来的标杆和指示器。因此，管理的计划和控制职能变得越来越重要，成为企业管理的核心任务，而实现这些职能的一个重要手段就是实行全面预算管理。 随着我国现代企业制度的推行，全面预算管理已成为国有企业集团加强管理的必然选择。虽然大部分国有企业集团采用了预算管理，但许多企业还存在认识上的偏差和误区，预算管理具体实施不科学，在推行预算管理上尚未形成正确的全面预算管理理念，使得全面预算管理实施成效大打折扣，全面预算管理的导向和控制作用未能得到充分发挥。究其原因，主要在于：（1）预算管理的前提不到位，存在制度缺陷和文化缺陷；（2...; As the introducing of China's modern enterprise system, comprehensive budget management has become a natural choice for state-owned enterprise groups to strengthen management.
