| 英文摘要 | 电信市场的改革是在计划经济高度垄断的体制下脱胎换骨出来，所走的路程也仅有6年的光阴，社会各界对于电信市场运营机制的管理也尚处于探索时期。目前，对于电信市场的管理主要依赖于政府，而政府对电信市场的监管基本上所采用的是政治、行政和法制三种方式，政策的导向侧重于市场竞争格局的布局上，监管的重点集中在网络互联互通的运营管理上。 几年的实践证明，六家电信运营由于存在对市场经济规律认识上的偏差，过分看重于市场经济规律中竞争手段的作用而忽视了合作共赢的理念，缺乏对竞争与合作关系的辨正与统一关系的理解，导致彼此之间恶性竞争事件不断发生，企业经济效益持续下滑。由于监管理念的落后及监管手段缺乏系统性和科学性，电...; The reform the telecommunication market was developed from a system which is highly monopolized in planned economy, which experienced only for 6 years.
