| 英文摘要 | 我国当前税务管理的主要问题集中表现为流程不畅和组织机构科层化，在把科层化组织转变为流程化、无缝隙组织，实现流程高效运转的过程中，需要寻求一种新的思维方式和一整套不同的组织原则，即“再造”。它的核心思想就是要对人们长期习惯的工作内容与工作方式进行根本性反思、调整、理顺、重组，挑战存在于官僚机构中的不合时宜的观念，从根本上对整个体系进行重新设计，围绕流程和结果而不是职能和部门展开工作，从而使组织充满新的活力。业务流程再造理论的出现无疑为当前的税收征管改革提供了有益的借鉴。 本文在简要介绍业务流程再造理论的基础上，对当前税收征管中存在的主要问题进行了分析，遵循国家税务总局的征管改革思路，利用业务流...; Currently, the main problem of Tax Collection and Management (TC&M) in our country was concentrated in a wall process and bureaucratic department organization.
