英文摘要	摘要在新形势下，如何实现集团内部高效率的运作和管理，以获得长远的发展，成为我国大型国企集团在发展过程中一直关注和探索的问题。但在具体实践中，却出现了这样的问题：由于国企集团拥有的多层级结构加大了纵向管理的难度；同时在争取资源方面，国企集团各下属单位更多考虑的是自身利益；在增强集团的整体实力方面，又由于下属企业所处层次的局限性，很难从国企集团整体战略角度考虑自身的发展。这些问题往往导致集团整体价值不但没有得到提升，反而有所降低、甚至破坏的情况。因此，只有国企集团对下属企业进行有效的绩效评价，形成有效的集团绩效管理机制才能解决上述存在的问题，使集团整体价值得以提升。因此，研究如何建立集团对下属企业...; Abstract In current economic situation, the group company pays much attention to and tries to explore how to manage effectively and efficiently inside the group company and how to gain the long-term development.
