英文摘要	科技创新公共服务是当今政府公共服务的重要内容。本文从公共服务的概念、科技创新公共服务的内涵、科技创新公共服务的特征三方面阐述科技创新公共服务的概念，从主体系统、组织机构系统、服务内容系统、供给系统等四个方面分析科技创新公共服务体系的构成，进而分析科技创新公共服务体系的功能、政府在科技创新公共服务体系建设中的作用。进而结合实际，对福建省科技创新公共服务体系建设的基本情况进行全面分析，认为福建省在建立健全科技创新公共服务组织体系、完善科技创新公共服务政策体系、构建以服务企业为导向的科技创新公共服务框架和科技创新公共服务成效四个方面取得显著成效，同时，也存在科技计划体系地方特色不突出，总体发展水平亟...; Scientific and technological innovation in the public service is an important content of the government public service.
