| 英文摘要 | 信息技术的发展和广泛应用正在悄无声息地引导着社会生活方式的深刻变革，并推动着社会结构和组织方式发生了巨大变化，这使得加快适应数字化技术运用、实现治理转型成为了政府把握当今社会脉搏的迫切需要。本文试图探讨智慧治理作为数字化时代背景下一种可供选择的政策方案，如何通过在技术和机制上的创新升级，成为实现政府治理转型的有效路径。 本文首先聚焦于智慧治理的兴起，从动因、历程和典型三个方面阐释了智慧治理的由来与发展，并结合国际经验，梳理了智慧治理运行过程中的价值取向。其次，本文选取了厦门智慧治理的实践作为案例进行分析。在对其发展历程进行总体概述的基础上，文章阐述了厦门四个关键平台的主要做法，进而基于智慧治...; As the development and widespread implementation of Information Technology are softly directing a significant revolution of the social life style.
