| 英文摘要 | 地方政府信用评级有其独特性，它是在2008年国际金融危机发生后，西方债务风险逐步向我国传导的过程中提出的；是在地方政府大力推进经济建设，债务不断高企的背景下设计的。由于融资途径不畅，地方政府债务平台成为最重要的融资渠道，土地财政成为重要的融资方式。 地方政府信用评级与风险评估、商业领域的信用评级不同，也不同于政府绩效评估，有其独特的特点。实践中，虽然有以穆迪、标准普尔、惠誉等三大国外机构为代表的地方政府信用评级，但他们与中国自身的情况区别极大。本文在借鉴复杂适应系统理论的基础上，通过研究我国地方政府信用风险及其形成原因，借鉴国内外地方政府信用评价体系的构建经验，参考政府信用评级的典型研究框架...; After 2008, China was highly effected by the Western Debt Crisis.
