英文摘要	随着我国高等教育大众化水平的不断提高，高等教育规模不断扩张和高校入学率的增加，使得新入学的贫困生人数不断上升，政府需要面对财政吃紧和教育成本不断上涨的困境。为了缓解这一困境，政府出台了教育成本分担政策。而高等教育成本分担政策在无形中给贫困家庭带来了巨大的经济压力。政府为了解决日益增加的贫困生均等享受高等教育服务问题，相继出台了一系列高校资助政策，而这些资助政策作为公共政策的一部分，其在高校中的运行效果需要通过政策评估来体现。 本研究通过阅读整理国内外相关文献，对资助政策的实践进行评述，梳理了我国高校资助政策的发展及内容。并在访谈的基础上，阐述了厦门理工学院的资助政策执行过程，构建了厦门理工学...; With the continuous development in popularizing higher education, the scale of higher education is continuously expanding, and the enrollment rate of it is increasing, poor enrollment is sharply increasing.
