| 英文摘要 | 农贸市场是城乡基础性公共设施，是当前我国农产品流通的主要渠道，在解决“三农”问题、扩大就业、稳控物价、保障食品安全方面都具有重要意义。近年来，随着经济的发展，农贸市场整体面貌已经有了较大改观，但市场总体运营状况与人民群众的需求还存在一定差距，尤其是部分市场举办者片面追求经济效益，致使市场公益性逐步丧失，群众反响强烈。同时2011-2014年中央政府多次提出要“改造和新建一批公益性农产品批发市场、农贸市场和菜市场，保障居民基本生活需要”。笔者所在的浙江省绍兴市政府从2012年起也启动了农贸市场公益性建设试点。正是在此背景下，笔者试图从政府职能的角度，用公共管理理论对农贸市场公益性建设作一些思考和...; Farmers’ market is an important part of urban and rural public infrastructures and an important part of "Basket Project" for urban and rural residents.
