| 英文摘要 | 新中国成立之后，我国在公务用车的管理使用上采用了按需分配、严格控制、所有权归国家的模式，适应了当时的国情，为公务用车提供了方便。随着我国经济不断发展壮大，传统的公务用车模式不能完全适应当下的需求，所消耗的资金过多，并且存在以权谋私的现象，引发了社会强烈反映。对此，从1994年开始，就有一些地方和部门在小范围内陆续尝试改革探索，积累了不少经验教训。2014年，党中央、国务院明确推进公务用车制度改革，意味着酝酿20年的车改终于破冰启航，在全国范围内全面推进。 本文综合运用理论分析和实证分析相结合，运用公共政策评估方法、政策分析、经济学、新公共服务理论、行政管理的若干理论为指导，运用深度访谈、对照...; Since the establishment of the new China, Official vehicles adopted management mode that distribution according to needs, strict control and ownership belongs to government.
