| 英文摘要 | 随着老龄化时代的到来，当前及今后很长一段时间养老问题是大多数国家都要面临的普遍问题。我国作为世界最大的发展中国家，我国老龄化问题呈现出一些自身的特点：老龄人口基数大、老龄人口增速快、高龄人口数量多、老龄人口区域分布差异大、老龄化与经济发展不协调。面对这些特点，如何有效解决养老问题事关重大，不仅关系国泰民生，社会和谐，还关系到全面建设小康社会能否顺利实现。城镇职工基本养老保险制度从建立至今，一直处于不断改革和完善中，经过多个阶段的发展以后最终建立起了“社会统筹+个人账户”模式；社会统筹从起初的县市级统筹发展到省级统筹，在省级统筹的状态下，基本养老保制度仍然存在诸多问题，突出的表现就是全国城镇职工...; With the development of the aging population,for a long time in the present and the future,pension problem is that most countries face a common problem.
