| 英文摘要 | 2013年国务院“383”改革方案中第一次明确提出建立“廉洁年金”制度，以期用经济手段构建长效反腐处罚机制。然而方案对廉洁年金制度如何具体实施并没有出台细则，一时间诸多学者、媒体纷纷开始担忧廉洁年金会沦为公务员的“变相福利”，这主要是由于大多将“廉洁年金”制度等同于目前地方试行多年的“廉洁保证金”制度来进行解读，相关研究停滞不前。 基于这种研究现状，本文对廉洁年金制度内涵进行明确，结合腐败经济学理论、员工信托基金理论以及隐形合约理论对其理论基础进行探讨，而后对若干发达国家与地区廉洁年金制度进行研究，并系统梳理我国廉洁年金制度发展现状，尝试对我国廉洁年金制度进行构建。 本文认为：廉洁年金实际...; “Clean Pension” was put forward in the “383” reform program for the first time by the State Council in 2013 to build a long-term mechanism of anti-corruption punishment by economic means.
