| 英文摘要 | 当“白发浪潮”席卷全球之际，养老保险改革已成为世界性难题。本文通过对1986年以来中国社会养老保险发展历程的回顾，首次将国家社会养老保险改革分为四个阶段，即政策“破冰”阶段、战略确定阶段、资源整合阶段和战术选择阶段。中国社会养老保险改革最大的成功之处在于：一是实现了从计划经济体制下“国家-单位”保障方式向市场经济体制下“国家-社会”保障方式的转变，二是在转型的过程中探索出“统账结合”的半积累制度作为改革的中长期战略目标，适应了全球社会养老保障改革的方向。同时，本文也提出了实现“统账结合”所面临的困难和障碍，并认为在解决这些问题的过程中，国家虽进行了一系列探索，但并未作出最有利于社会养老保险转型...; The social pension insurance reform has become the world difficult problem, with "the white hair tide" engulfing our entire world.
