英文摘要	邻避运动的存在，使得邻避设施选址陷入了“无地可选”或“选了却建不成”的困境。邻避设施选址的这种困境在发达工业化国家广泛存在，而在我国，近年来因为邻避设施选址而引发的群体性抗争事件也屡屡发生，导致很多设施的选址和兴建受阻。如何走出这种困境便成为当代政府必须积极面对的公共问题，并成为政府公共政策制定与执行上难以突破的瓶颈。 本文认为邻避运动是邻避设施选址困境的外在表现形式，如何识别邻避设施选址困境，消弭邻避设施选址产生的政策困境是本文研究的重点。本文首先明晰了“邻避运动”、“邻避设施”、“邻避设施选址”等重要概念；其次，分析了邻避运动与邻避设施选址困境间的关系，并从原生性和外生情境变化两个层面上...; The existing of NIMBY movement, which often cause the sitings of NIMBY facilities get into a plight of “no land can be used” or “can be used but can’t be constructed ” .This plight can be easily found in developed countries .
