英文摘要	基本医疗保险是社会保险的重要组成部分，也是医疗卫生事业的重要组成部分，而适度缴费水平又是基本医疗保险目标实现和政府、企业、个人负担的一个平衡点。本文以基本医疗保险适度缴费水平为研究的出发点，介绍了其研究背景、研究综述和理论基础，引入适度缴费水平模型具体测算出厦门市的基本医疗保险适度缴费水平，从而进行适度性分析并提出相关政策建议。本文分为四个部分，研究思路是： 第一部分：主要介绍基本医疗保险缴费水平的国内外研究背景，国内外研究综述，研究方法以及技术路线框架。 第二部分：选取了医疗费用控制理论、政府新公共服务理论和基本医疗保险供求平衡理论来作为基本医疗保险适度缴费水平的理论基础。 第三部分：...; The basic medical insurance is an important element in social insurance, which also constitutes as an essential part in medical and health services.
