| 英文摘要 | “国运兴哀系于教育”，首先系于义务教育，义务教育是社会公平和社会流动的基本条件，是关系国民素质提高和国家发展的基础性工程。义务教育的公平对促进整个社会的可持续发展、对和谐社会的构建都具有重要的作用。 然而目前我国在义务教育的公共支出领域存在着许多的不公平现象，义务教育公共支出城乡之间的不公平、义务教育公共支出东中西部之间的不公平、义务教育公共支出校际之间的不公平在我国目前的义务教育领域中普遍存在。 本文从政府公共支出和义务教育公平性的角度出发，研究我国义务教育的公共支出情况，揭示我国义务教育公共支出处于不公平的状态，运用公共物品理论、公共服务均等化理论、义务教育公平发展理论以及教育财政理论...; A country’ fate is relative to the education, and especially relative to the compulsory education.
