| 英文摘要 | 既然学习西方政治思想和政治制度史的过程是一个甄别与借鉴的过程，那么，如何在一个经济并不发达，正步入现代化建设道路上的一国之内，探索富有自身特色的民主制度，培育自由平等的政治生活氛围，探讨合理的政治生活形式，逐渐形成良好的政治传统，是一个有现实意义的命题。本文围绕公共性这一视角对密尔的政治思想进行研究，通过深入细致地剖析密尔政治思想中的公共性内涵来把握制度化的民主和良好政治生活传统的生成演化脉络。探讨公共性的理论内涵离不开对公共性、公共领域和公共舆论三个概念的界定，文章借助比较分析的视角来揭示公共性的含义，提出本文研究的公共性视角的建构基础是一种基于个人权利的责任意识。笔者借鉴了西方学者的研究方...; It is always a practical and useful theme to explore our own unique democratic institution, to develop a free and equal political atmosphere, to figure out a reasonable form of political life and to form a good political tradition in a developing country which is just at the beginning stage of modernization.
