英文摘要	在上个世纪，等级制的官僚制是政府实现公共治理的主要组织模式。政府通过自身系统内部自上而下的命令、严格的控制程序、内向的组织文化来实现公共事务的治理。但现代的政府已经表现出了多级政府、多个部门、多元组织组成的关系网络的特质。具有多种形式的公共部门和私人部门的合作性网络，已经产生出了比单个部门在不合作的情况下独自实现的更大的绩效。本文通过对网络治理相关理论问题的回顾和阐述，分析了城市治理多元格局的主体，城市治理多元化方式及其完善，并由此得出城市网络化治理的论题。在具体阐述过程中，论文基于城市网络治理的主体选择、城市网络治理机制来实现城市网络治理的可持续发展。最后，以上海市静安区楼宇服务联盟为例，对...; In the last century, hierarchical bureaucracy is the main mode to achieve the governance of public affairs in the government via its top-down command within the system, strict control procedures, introverted organizational culture.
