英文摘要	随着经济和社会的不断发展，政府社会性规制越来越凸显出其重要性。社会性规制的根本目的是为了增进社会公共福利，保障公民的健康、安全以及社会环境，近年来频繁出现的各类严重危害公共安全、损害消费者权益、污染环境等方面的社会问题说明我国的社会性规制还很不到位。 社会性规制体系包括规制立法、规制主体、规制对象、规制标准、规制方式和规制政策等，是一个有机整体，我国目前社会性规制存在的诸多问题是由于规制体系的不完善引起的。这些问题具体表现为：规制的法律体系不完善、立法程序不规范、法律法规之间缺乏协调性；规制机构缺乏统一性、独立性和高效性；作为规制主要对象的企业缺乏社会责任感、消费者主体意识不强；规制者的规制...; With the development of economy and society, government social regulation is increasingly important.
