英文摘要	随着我国行政管理体制改革的持续深入，以及管理模式、管理理念的不断更新，政府绩效评估逐渐成为研究热点并走上了实践的舞台。在“评估国”的大背景下，以地方政府为主导的绩效评估实践活动亦如火如荼地展开。本文试图在对地方政府绩效评估进行明确界定的基础上，借鉴现有理论研究的成果，并结合实践探索的情况，梳理出我国地方政府20年来的评估实践活动，并选取四套较具代表性的绩效评估指标体系进行比较分析，以期找出我国地方政府绩效评估指标体系间的特性及存在的问题。在此基础上，结合第十届全国人大第四次会议和“十一五”规划草案，对构建地方政府绩效评估指标体系进行探索。本文共分为四个部分：第一部分：地方政府绩效评估的理论和实...; With the constant promotion of the politic reform, so with the change of the management model and idea, the performance evaluation of government has gradually became the research focus.
