| 英文摘要 | 21世纪，公共行政和政府改革的核心理念是公共服务。为了实现服务型政府建设，政府探索从企业管理中引入新的管理工具——“标准化”，试行公共服务标准化。这究竟是政府部门的一时兴起，还是果真具有持续提升公共服务水平的实力，值得探索。但目前学术界对公共服务标准化可持续性的研究相对较少。本文在梳理公共服务标准化创新的发展路径，分析可持续性发展影响因素的基础上，构建公共服务标准化可持续性模型；采用针对给定评价因子作出的书面描述评估方法，建立可持续性模型的评估体系；运用规范性的案例研究方法，验证了杭州市上城区公共服务标准体系。结论表明：作为微观个案中的上城区公共服务标准化的持续性轨迹呈现递增式变化，作为宏观整...; In the 21st century, public service is the core idea of public administration and government reform.
