英文摘要	中国城市土地制度和住房制度改革以来，城市住房市场获得了突飞猛进的发展，同时也出现了很多矛盾，其中住房价格上涨过快而成为各界普遍关注的焦点。在住房价格和土地价格不断上涨的背后是复杂的、日益严重的多方利益冲突，其中，地方城市政府因对土地财政和房地产开发的依赖而深陷其中，并成为众矢之的。解决目前住房调控困境，需要科学解释地方政府行为，由于土地是地方政府可掌控的重要资源之一，因此理解地方政府土地供给行为的决策逻辑成为一个关键之处。 本文采用制度分析、访谈调研、描述统计和面板数据模型计量检验等分析方法，从理论、实证两方面对中国地方政府住房用地供给行为的基本特征和决策逻辑进行深入研究，探讨影响地方政府住...; Since the reform of China’s urban land system and housing system,urban housing market gained rapid development.
