| 英文摘要 | 体制外临时聘用合同用工，俗称“临时工”，是具有“中国特色”的典型临时用工方法，广泛存在于公共部门中，且有呈越来越庞大之趋势。 本文从新闻媒介冲突现象、临时合同用工现状入手，厘清主要概念，回顾已有的劳动力市场分割、劳动身份不平等理论，分析了公共部门“临时工”现象到“临时工”乱象的变化特点，并以浙江出入境检验检疫系统体制外用工为实证研究对象，从理论和实践两层面，剖析体制外临时聘用合同用工广泛存在的原因----我国劳动力市场的分割体制，导致了公共部门用工的“双轨制”的大量存在，同时，结合国外体制外用工的成功经验，就当前我国公共部门内部“双轨制”用工的改革策略提出建议和思考，公共部门应从继续深化改革...; The system of temporary employment contract labor is commonly known as the “temporary worker”, which is a method of the typical temporary employment with “Chinese characteristics”, widely existing in public departments and gradually expanding larger and larger.
