英文摘要	建筑能耗逐年增加的趋势，使建筑节能被列为十大节能重点工程之一。尽管我国出台建筑节能相关政策法规对建筑能耗进行调控，但效果不佳，其原因主要在于建筑节能管理不到位。因此，对建筑节能管理制度的研究，对于理清我国建筑节能效果不佳的症结所在具有重要意义。 由于不同建筑节能气候区的建筑节能管理制度各不相同，本文选取作为南方夏热冬暖地区的典型城市厦门市，在概览国内外建筑节能管理制度研究现状的基础上，借助问卷调查方法，分析厦门市建筑节能管理制度的现状及其存在的问题，并从政府失灵的视角探究制度失灵的成因。最后，本文认为厦门可从组织机构、约束制度、激励制度、技术支持制度以及金融服务制度等方面对建筑节能管理制度进...; The rising trend of building energy consumption makes Building energy efficiency listed as one of the top ten energy-saving key projects.
