| 英文摘要 | 着人口老龄化的加快与老年人口规模的日益扩大，老龄化问题成为全社会关注的焦点。传统家庭养老功能日益弱化，机构养老发展相对滞后且成本较大，因而既能发挥家庭养老功能，又能充分利用社区资源，而又不需要耗费过高成本的居家养老成为解决我国养老问题的重要出路之一。 在国家和政府出台相关政策支持全面开展居家养老服务以来，全国的各个城市都在有步骤地进行着居家养老服务的探索和尝试，由此产生了不少居家养老的地方模式，并表现出不同的政策效果。在居家养老政策实践过程中，政策主体如何运用资源作用于政策的对象？居家养老服务政策在具体的实践过程中出现了哪些问题？表现在哪些方面？原因是什么？这些问题即是本文关注的问题。 本...; With the accelerating the aging of the population and elderly population scale expanding, aging problem has become the focus of the whole society.
