| 英文摘要 | 随着中国经济的腾飞，一支“小而美”的企业队伍从零开始逐步成为我国经济舞台的重要角色。中小企业在经济、创新、就业等方面的发挥着重要的贡献，中小企业的数量占全部企业的99%，占工业生产总值60%以上，提供了75%以上的城镇就业岗位。在全球金融危机爆发以来，中小企业生存环境受到较大的破坏，原有的发展模式已不可为续，转型升级成为中小企业的必然选择。 财税政策作为我国政府调控经济的常用高效的手段，在经济和社会中能发挥重要的调节作用，因此在中小企业空前困难之际，开展对中小企业的财税政策扶持有较高的理论和现实意义。本论文首先确立中小企业在我国经济地位和贡献，提过分析其生存现状和发展瓶颈，得出转型升级是其必...; With the rapid development of economic in china,the SMEs began to gradually become more and more important role in stage from zero.SMEs in the economy, innovation, employment and other aspects play an important contribution.
