| 英文摘要 | 随着新型农村社会养老保险和城镇居民社会养老保险两项制度的先后实施，我国的基本养老保险实现了制度全覆盖，并进入到“一体化”发展阶段。在多地的实践中，这两制度逐渐被整合为一种新的制度“城乡居民基本养老保险制度”。城乡居民基本养老保险制度是“底线公平”的社会保障理念基本要求，是养老保险制度整合的阶段成果，也是解决社会问题的需要。地方政府的试验成功表明，该项制度在理论与实践上都具有可行性，制度取得理想效果的关键在于制度内容设计和政府执行力。 本文从制度内容设计出发，选取厦门市作为研究对象，通过设置指标展开对城乡居民基本养老保险制度评价，发现制度设计的问题，并提出完善城乡居民基本养老保险制度的对策。首...; As the new system of old-age insurance for rural residents and the social endowment insurance for urban residents have been implemented, China's basic old-age insurance system achieves a full coverage, and comes into the “integration” stage of development.
