| 英文摘要 | 话语一方面联系着理论，另一方面联系着现实；既反映理论和现实的变化，又会影响到理论和现实的变化。考虑到话语、理论以及现实三者之间的密切关联，可以通过话语这一新的视角来研究转型时期的公共行政。在改革开放的背景下，公共行政的发展与变革会受到国际环境和国内环境的双重影响。因此在研究过程中应该坚持双重视野：全球化和本土化。全球化的视野要求在向西方学习的同时，关注中西语境的差异；本土化的视野要求立足本土，回应现实的挑战。 转型时期的公共行政面临着整体社会结构的变革、各种不同语境的变化、丰富多样的话语事件以及带有冲击性的话语危机。为了深入理解这一系列的相关问题，需要建立完善的理论分析框架。理论建构的依据主...; On one hand, discourse has relations with the theory; on the other hand, it has relations with reality.
