| 英文摘要 | 当前，我国进入全面深化改革阶段。推进行政管理体制改革，有利于继续释放促进我国经济社会事业全面发展的制度红利，实现国家治理体系和治理能力现代化。然而，事业单位改革滞后，尤其是其中特殊的一类——行政类事业单位，逐渐显露出性质模糊、职能混杂、缺乏规范性和有效监管等政事不分的弊端，成为行政管理体制深化改革的严重阻碍。2011年《中共中央国务院关于分类推进事业单位改革的指导意见》出台，为行政类事业单位制定了总体方案，指明了改革方向，但研究和实践表明，改革缺乏统筹谋划和整体推进，导致矛盾颇多、困难重重，操作路径不明朗，亟需转变改革思路。 研究表明，行政类事业单位是事业单位改革和行政体制改革的关键连系点，...; Nowadays China has been entered to the stage of comprehensively deepen reforms.
