| 英文摘要 | 地税系统成立20年来在构建制度化、规范化的教育培训体系方面取得了很大的成就，已经初步造就一支优秀的税务干部队伍。但是我国经济体制改革的深化和现代化建设的发展，对地税干部的综合素质和岗位能力提出了新的更高要求。因此地税机关要积极探索解决地税干部教育培训问题的新思路和新方法，进一步加强和改进干部教育培训工作，提高地税干部的综合素质和能力。 地税机关要做好教育培训工作，必须科学设定并实现其培训目标。组织目标的实现离不开广大地税干部的参与。但是,每个干部都具有不同的知识、技能、个性、需求、学习动机、价值观和态度,所以个人培训的目标也呈现出多样化的特征。由此可见培训的组织目标和个人目标既相互联系、相互...; Founded 20 years, the education and training of local taxation system has made great achievements in the institutionalization and standardization.
