| 英文摘要 | 公共政策制定作为公共管理的重要内容，包含问题发现、未来预测、方案选择及政策执行与反馈等一系列过程，每个过程是政府管理行为的重要环节，公共政策制定既是政府实施行政行为的手段，更是政府治理理念的体现，公共政策制定的合理化必然成为整个政府管理的题中要义。在实践中，地方政府在公共政策制定上存在诸多的问题，本文拟以汽车限购为例，试探究地方政府在公共政策制定中存在的不足，并为政策制定提供一些合理化建议。本文主要包含以下内容： 第一部分导论。主要提出了文章的选题背景及意义，在对政策制定和汽车限购相关研究成果做初步综述的基础上，提出本文研究思路。 第二部分对汽车限购政策内容作介绍。主要从已经实施汽车限购的...; As an important part of public management, public policy contains the problems identification, future prediction, plan selection, policy implementation and results feedback.
