| 英文摘要 | 土地非农化是土地由农业用途向非农业产业的建设用途转变的过程。政府与市场在其中应扮演什么角色一直存在很大争论，新制度经济学途径中的交易成本理论超越政府（规划）和市场的二元划分框架，将规划、管控与市场视为一种协调交易的、并不互相排斥的制度安排，与现实更为贴切，逐渐被应用到土地利用规划和开发管控制度安排的研究中。十八届三中全会，提出建立城乡统一的建设用地市场为未来土地制度改革的基本方向，现存土地非农化的制度绩效衡量和改进必然成为其中关键问题。 本研究以交易成本理论（TCT）为指导，对土地非农化过程中各交易活动进行识别，确立非农化过程中的交易成本归纳方法，并对可能的制度选择加以解释，以阐明土地非农化...; The process of Land use conversion means land-use change, from the agricultural land to the others.
