| 英文摘要 | 1994年起实施的分税制改革从根本上扭转了中央财力的困窘局面，逐渐形成了财力中央集权、事权地方分权的局面。基础教育作为地方政府所需提供的主要基本公共物品之一，在前农村税费改革时代是靠预算内资金和预算外资金共同支持的。然而，21世纪初开始中国逐渐在农村推开税费改革，在很大程度上重塑了基层公共物品的供给模式。对于基础教育而言，就是从实际上的“乡办教育”变成“以县为主”的供给模式。在此次改革中，因“三提五统”资金的废除而被压缩了预算外部分，加上比改革前损失的农业税和农业特产税收入减少了预算内部分，农村基础教育资金缺口仅仅靠县级财政已经难以为继。在此背景下，作为补偿手段的上级转移支付就呼之欲出了，中央...; Since the tax sharing system (TSS) reform in 1994, the embarrassing situation of central financial resources has been fundamentally reversed, which gradually turns into a “resource-up and responsibility-down” model.
