| 英文摘要 | 随着“四个全面”战略布局的深入推进，各种规范性文件大量出台。如果规范性文件的质量没有和数量一样得到同步提升，我国的法治建设很难推进，群众的合法权益也很难保障。为此，加强对规范性文件的备案审查无疑是必然的选择。我国早就建立人大的和政府的规范性文件备案审查制度，目前党内规范性文件备案审查制度也已经建立并在持续深入探索中。这一制度设计对保障党规国法的统一发挥了极其重要的作用，但在实践中还有待进一步完善。 本文首先通过对党内、人大、政府三套规范性文件备案审查制度进行对比，从学理和立法两个角度，特别是结合《中国共产党党内法规和规范性文件备案规定》对规范性文件的定义，界定规范性文件应属于软法、社会法、实...; With the deepening of the "Four Comprehensive" strategic layout of propulsion, a large number of various normative documents issued.
