| 英文摘要 | 内容摘要 进入21世纪后，我国核工业快速发展，在建核电机组数量已居世界第一。为确保核安全，相关监管法律法规标准基本与国际接轨，但核损害民事责任的规定相对滞后，无法满足核事故应对需要，有待完善。本文对核损害民事责任的基本原理进行讨论，并结合我国核损害民事责任制度现状，分析存在问题，提出完善意见。 全文共分个三部分，包括引言、正文和结语，共分三章。 第一章为核损害民事责任的基本理论。从国际公约对核损害的定义展开，分析其内涵和特征；然后对核损害民事责任的概念、归责原则、构成要件等方面进行深入讨论。 第二章为我国核损害民事责任制度现状。介绍我国核损害民事责任立法实践及主要内容，重点探讨核损害民...; ABSTRACT Entering the 21st century, China's nuclear industry developed fast, and the number of nuclear power construction has been ranked first in the world.
