| 英文摘要 | 我国政府调控证券市场的实践已经相当丰富，但是一直呈现出非法治化的特点，目标不明、手段混杂、程序失范、监督虚化，导致政府调控证券市场常常事与愿违，甚至失信于民。缺乏相应的监督机制是出现上述现象的重要原因。美、德两国政府调控证券市场基本是在法治轨道上运行，其决策、手段、执行、监督均体现出法治化特征。而在法治化过程中，法律监督机制占有举足轻重的位置，甚至关乎该调控措施目标能否顺利实现。因此，本文希望能够通过对美、德两国经验的借鉴，总结出一些对于建设我国证券市场调控法律监督机制有借鉴作用的经验和启示，并将其运用于我国法律监督机制的建设，设计出适合我国国情的制度。除引言和结语外，全文分为三章。 第一章...; Chinese government has actively macro-controled in securities market.
