| 英文摘要 | 目前，海洋环境污染日益严重，如何解决这一问题成为各国政府都在面临着的棘手任务。在海洋环境的污染治理中存在很多问题，执法是其中之一。美国、加拿大和英国是海洋强国，在海洋环境保护执法方面的经验非常丰富。本文首先对海洋环境保护执法的概念做了简要介绍，接下来对这三个国家的相关执法实践进行具体介绍。通过分析可以看出这三个国家在海洋环境保护的执法上主要有以下几个特点：三个国家都有相对统一的海上执法机构，能够统一行使海上执法权；通过中央政府和地方政府之间、海上执法机构和其他政府机构或民间团体的分工合作对海洋环境进行全面的保护；各自都有完善的法律制度，形成了一套较为全面的海洋环境保护的法律体系，为海洋环境保护...; Currently, the pollution of the marine environment is becoming increasingly serious, and how to resolve this issue becomes the difficult tasks that the governments must face.
