| 英文摘要 | 保障性住房法律制度是保障和实现公民的住房权的主要途径。经济适用房和廉租房是保障性住房的两种主要形式。美国、英国、新加坡和香港的保障性住房制度都能够启示我国完善我国的保障性住房法律制度。经济适用房制度和廉租房制度存在着很多差异。这些差别也是建设保障性住房的实践过程中需要重视的内容。保障性住房法律制度实现了公民的住房权，但经济适用房和廉租房又体现了不同的价值和目标，在经济和社会生活中发挥着不同的功能。尽管经济适用房和廉租房存在着诸多存废之争，鉴于我国的国情，应在保持经济适用房建设的基础上，加大廉租房建设的力度。建立完善保障性住房法律制度，保障和实现公民的住房权，是宪法赋予的国家义务。研究经济适用房...; The legal system of the protection of housing is the main way to protecting and realizing people’s housing right.
