| 英文摘要 | 内容摘要近年来，国外对我国出口产品的反倾销指控日益增多，我国成为了世界反倾销浪潮中最大的受害者。在众多的对华反倾销案件中，以美欧对华反倾销所占比例最大，因此，研究美欧有关倾销的法律规定对于实践有着现实的指导意义。反倾销程序的提起以存在倾销和损害为前提条件，其中，倾销的确定是第一个步骤。根据现行反倾销法的规定，倾销的认定包括出口价格和正常价值的确定。长期以来，美欧等国家把我国列为非市场经济国家，认为我国是“国家给生产原料和产品定价，外贸出口价格受国家干预”的中央计划经济国家，因而在计算我国出口商品正常价值时，采用替代国数据。在反倾销调查中不以我国企业实际生产成本和国内售价计算正常价值，而是采用所...; ABSTRACT Recently there are more and more anti-dumping cases against China and China has become the biggest victim in the anti-dumping tide.
