| 英文摘要 | 与农业漫长的发展历程相比，农业补贴的历史并不长。在18世纪到19世纪欧洲战乱和贸易保护主义的背景下，农业补贴才开始成为政府临时性的政策措施。20世纪30年代全球性经济危机后，农业保护主义迅速成为世界性潮流，许多国家在对外采取贸易保护主义的同时，在国内出台农业支持政策，并逐步形成国际贸易补贴政策与国内农业补贴政策交叉融合的现代农业补贴制度体系。然而长期以来，农业补贴通过“除外适用”等规则，游离于国际贸易规则、国际协议和国际组织的有效约束之外。关税与贸易总协定（GATT）乌拉圭回合谈判达成的《农业协议》，将全球贸易规则扩大到农产品领域，结束了农产品贸易脱离多边贸易规则管辖的历史，将农业补贴纳入到W...; Compared to the history of agriculture, that of agricultural subsidies is not long.
